I’m all for discreet behavior when working in public spaces (non-street). Most working girls are way too easy to spot and not discreet enough, I think. Of course, in the US one has to add in the paranoia factor too. Fear of a very public arrest encourages discreet behavior, with the added benefit of being exponentially more hypocritical than that sign.
